 icon Developing Ticker in vb or ?

I want to develop a ticker for a website shuld I develop in VB or another lang.
Wht exactly I have to develop is how a small window at right corner of desktop appears as u login to MSN messenger which display u the New Inbox mail.
Over here I have to display it when a client logins to the website of a broker.
